Chutter’s contributions to the GCAO were recently acknowledged when he received an honorary life membership in the association. This award is a testament to his unwavering dedication to public service and the lasting impact he has had throughout his lengthy career with both the Canadian Construction Association (CCA) and Revay and Associates Ltd. As retiring association president Hubie Splinter, vice-president of Graebeck Construction Ltd., noted, “Under his guidance, and thanks to his vision, this association has grown both structurally and professionally.”

One of Chutter’s most significant contributions to the GCAO is the development of the Building Industry Liaison, Designers, Contractors, and Owners (BILDCO) committee. Through his leadership, this committee expanded its membership to include representatives from various key organizations, such as the Building Owners and Managers Association, the Consulting Engineers of Ontario, and the International Facilities Management Association, alongside the original members from GCAO and the Ottawa Regional Society of Architects.

This evolution has allowed BILDCO to serve as a collaborative forum addressing industry-specific issues and concerns. “Today, BILDCO meets regularly to focus on particular situations or issues of interest that affect the local industry,” Splinter explained, highlighting the vital role of this committee in fostering cooperation among stakeholders.

Chutter’s career in the construction industry began in 1946 when he moved to Ottawa after earning a master’s degree in business administration, courtesy of Veterans Affairs. His journey began with the CCA, where he worked in labor relations, economics, and statistics. Over his 22-year tenure as general manager, he became deeply involved with construction leaders and stakeholders across the region. This connection only deepened when he transitioned to the role of Ottawa bureau chief and branch manager at Revay.

Reflecting on his experiences, Chutter stated, “I have always been impressed by their drive and accomplishments in being, in the fullest sense, the builders of Canada.” This recognition of the construction industry’s contributions to the broader economy has guided Chutter throughout his career.

In 2009, Chutter’s outstanding commitment to the industry was further recognized when he received the Jock Tindale Memorial Award from the Ontario General Contractors Association.
